Snow Bird 8/30/08
Channel 4's Snow Bird delighted young and young at heart fans at W.G. Rhea Public Library Friday as he gave out hugs and read stories to the Library patrons. Snow Bird also made a stop at Henry Elementary and Phea Elementary schools. Snow bird makes around 20 public appearances a month, all free of charge. Concert in the Woods 8/29//08 The Paris Wincey will be holding a concert Saturday, Aug. 30 from6pm until 8:30 pm. Bring a blanket and a picnic for the family event. HCMC 8/29/08 The Henry County Medical Center Board of Trustees spent considerable time listening to a presentation from Sam Thomas of Doctors Management out of Knoxville concerning a joint venture with them and 8 local physicians, Eugene Guilish, Blake Chandler, Heather Gladwell, Andrew Lundberg, Terry Harrison, Scott Summers, Bo Griffey and Phillip Nanney in a Diagnostic Center. The 8 doctors want a free standing clinic for out patient MRIs, ultra sounds and CAT Scans. Thomas presented a plan that after 4 years the profits from the Diagnostic center would be split 50/50 with the medical center. The procedures have the largest profit margin of all procedures at the hospital and would drastically hurt the revenues of the county owned hospital. According to Thomas, HCMC has 2 weeks to decide or McKenzie Medical Center will agree to have the diagnostic center. The board voted unanimously not to developed the clinic due to the financial impact that such a diagnostic center would have on HCMC. Currently the medical center is losing some business to McKenzie even though Henry County has better equipment to perform the procedures. In other business ER visits were down as were ambulance runs for the month. Dr . Stephens notified the board that he does not want to be responsible for the ER anymore nor responsible for the billing of patients with the growing number of uninsured patients. The Health Care Center reported an excellent licensure survey for the 3rd year in a row. Medical Center Administrator Thomas Gee reported a successful visit with an OB/GYN from Chattanooga who will make her decision soon while staffing for the hospitalis program continues to get more physicians interested in regular schedules.
Enhancement Grant 8/28/08 The City of Paris has received a TDOT Enhancement Grant to be used to 'enhance' streets and roadways in Paris. The $389,629 grant requires a match from the city of $97,407. The guide lines for spending the money are very open ended although the application requesting the money to build a stage in the area across from the Downtown Post Office that once housed the TVA building was denied. One other stipulation was that the enhanced area must be 250 ft. from a rail road crossing that does not have a cross bar. The installation of a cross bar would run around $150,000. The city commission will consider how to spend the grant money at the next commission meeting. Receiving the grant is in part due to the hard work of Willette Ray and Linda Holder. Gas Co. 8/28 The Paris Henry County Public Utility District met in a special called meeting to approve a resolution adopting participation in the TN Consolidated Retirement System which the county government, the Henry County School System and law enforcement belong to. Employees had the opportunity to meet with representatives from the system . Participation in the retirement system will be mandatory for new employees and optional for current employees. The cost of the retirement system to the utility will not be known until all employees make their choice to join or not. The utility is under some time constraints. The TCRS can only be joined in September. BPU 8/27/08 The Tennessee Valley Authority has announced a rate increase for customers. The 17% increase will raise the average residential bill $20 per every $100 currently charged on the BPU electric bill. At the monthly meeting of the Paris Board of Public Utilities Tuesday, General Manager John Etheridge stated that BPU would not also be raising their rates that the increase is just pass thru money to TVA. "Still out of 158 similar utilities, BPU is in the top 10 list of having the lowest rates," stated Etheridge. Work on the drainage ditch at Post Oak Rd. is just about complete with the piping in by the first week of September. The cost of the 'sludge study is coming down from first estimates. Currently Terry Wimberley is taking training on Waste water for the Waste Water Treatment plant. In a look back, the sale of power was down from last year due to the weather which was warmer, while in other financial news the water department has no cash reserves at this time. BPU will begin doing their own billing starting in Oct. Starting Oct. the utility will begin in-house billing which will save the utility money . Healthcare facilities all across the country are striving to provide the best

Patients express their opinions through surveys administered through Press Ganey, the premier national vendor of healthcare performance measurement and improvement services headquartered in South Bend, Indiana. Patients are mailed these surveys after hospital visits, which management and staff alike utilize within the existing process improvement teams.

Each quarter, when results are received, those nursing areas that have
seen the most improved scores and the best scores will be recognized

small celebration for all nursing staff on that floor.
In August, HCMC recognized Dietary with the Best Overall Score and Physical
Therapy with the Most Improved score. “We
are extremely proud of both departments for their accomplishments this
quarter,” said Thomas Gee, CEO, HCMC. “Dietary
has made excellent strides in the past year to improve their scores and it
shows, receiving the best scores of all departments in the whole

Henry County Historical Society will hold its regular quarterly meeting at the
Parents AS Teachers 8/23/08 Parents As Teachers program begins Thursday, August 21st 5:30-6:30 p.m. at the Family Resource Center (room 27, Central Community Service Center.) arents As Teachers program is designed to offer development information and support to parents of infants and young children. PSSD 8/23/08 The Paris Special School District approved the 2008-09 budget at this weeks Board of Education meting with no increase in taxes. The budget also includes a 2% pay increase for employees that could cause the system to use money from its General Fund balance to make it a balanced budget because of cost over runs on the Pre-K project and will also include the first loan payment on the project. Final details of the construction project should be complete by next week and Henson Construction will be monitoring the area for the nest 12 months. A request from Rhea Principal Scott Owens to have some obsolete equipment to be listed as surplus was granted. The list includes TVs and over head projectors, TRRA 8/22/08 The Tennessee River Resort Act Committee reviewed several requests for funding at Wednesday's meeting. Approved was a request from the Paris Parks and Recreation in the amount of $2500 to promote the antique tractor pull and show. A request from the Downtown Paris Association will receive funding for a Public Address System for the many events that require a PA in the court square. The equipment will be stored at Leach's Music and used only by the DPA, city or county government functions. Also approved was funding for Christmas in Paris. " This is one of the last places that you ill find a 'Santa' outside a mall and now we have added Christmas trees Around The Square, " explained Chamber of Commerce Executive Director Jennifer Wheatley. "It also brings people downtown to do their Christmas shopping." The Crappie Masters TN State Championship will be held here and according to Northwest TN Executive Director of Tourism Garry Mason the lake is in great shape for both crappie and bass fishing. A request from Paris Winery once again came before the committee requesting funds to build an amphitheater at the winery but according to County Mayor Brent Greer, government funds could not be used to improve private property although the draw of a winery would bring in tourist dollars. Greer will contuse to look for a way to allow the funds to be used to promote the business. Wheatley stated that the chamber had been looking into drawing in tour buses and that wineries were a huge draw. Talk of billboards to promote the many different venues and events in Paris on I-40 could draw tourists from the interstate. The idea will be discussed once again at the next meeting. Test Scores 8/22/08 District and the Henry County School Board received their AYP test scores that were released by the state this week. According to PSSD Supervisor of curriculum and instruction Dr. Norma Gerrell PSSD teachers were doing a 'phenomenal job'. Each of the systems schools and the system over all are in good standing. 95.2% of PSSD students scored proficient or advanced in math and 93.5% in reading, both above the No Child Left Behind bench marks. Big jumps in scores of economically disadvantaged and students with disabilities were also made which was attributed to inclusion of those students into regular classrooms. The Henry County School Board also released their AYP test scores on Thursday afternoon. and according to Director of Schools Rick Kriesky all the schools in the system are in good standing with many of our students moving from proficient to advanced. We attribute the improved test scores to our teachers who are teaching to the individual students". Kriesky added that he was especially excited about the high scores received at the high school. "Their scores were up dramatically," explained the director of schools. "We are seeing the trickle down effect from the K thru 8 grade classes that are now students in the high school and we are very excited."
Office on Aging 8/21/08 The Henry County Office on Aging is currently serving 182 senior Citizens in their water aerobics class. According to Director of the Office on Aging water aerobics is the most popular activity offered for Senior citizens. New classes are starting and are open to anyone 6o years or older. The deadline to sign up is Friday. The Office on Aging will be offering a Foot Clinic on September 9th, particularly important to those seniors with diabetes.
Gas Co. 8/20/08 The Paris Henry County Public Utility District's General Manager Don Green stated at Tuesday's board meeting that gas prices continued to rise although during a recent drop in market prices the utility district was able to purchase gas that was added to the district's storage. "We have been filling our storage tanks as the prices fluctuate," Green explained to board members, "and have bought gas at considerably lower prices over the last 2 months bringing the amount of gas in storage to 62 % to 63% of capacity." Even with gas prices up the number of customers has increased due to the district's promotion of gas water heaters, furnaces and gas logs. There are currently 5,897 customers. Over the next few months Green, as well as employees, will be attending seminars and classes on meter maintainance and line location just to name a few up coming events. E-911 8/20/08 Board members of the Henry County Enhanced 911 received good news at Monday's meeting. Director Mark Archer said that the GIS grant is issue on fiscal year bases instead of a calendar year and they should be receiving the grant money in the amount of $10,000 in a few weeks. During a recent inspection of the 911 Center grounding problems with the tower on top of city Hall , plus some other minor problems, resulted in the board passing a resolution to calling for the repairs. Estimated costs are $2,290. Archer will also be researching new recorders at an upcoming conference to replace the one in the center that is not functioning properly. He will bring back his recommendation to the board at next months meeting. Fire 8/19/08 A house fire was reported on Grooms Rd The house was fully engulfed when neighbors saw smoke at the residence and called 911. No cause for the fire has been found as of yet. County Commission 8/19/08 Property Tax collection will change effective Sept. 1, 2008. During a power point presentation to the Henry County Commission, County Trustee David Stone explained new laws and regulations that could change the time and the amount of property tax that is collected by the county. Approved for Dyers County and now for the entire state of Tennessee property taxes may be collected at any time, even before they are due. According to Stone property taxes may be paid all at once or on a payment plan which could increase the amount of taxes collected. Stone also explained that it would provide a better customer service providing 14 moths instead of the current 5, for the taxes to be paid. "The cost to the county for this new policy will be '0' Stone explained. Other agencies, such as realtors would not be required to hold funds until property taxes are due. The main source of revenue for the county is property tax. Paris Housing Corp. 8/19/08 The Paris Housing Corporation will be using monies from the $223,000 Housing Trust Fund Grant to purchase 2 lots and build 2, 3 bedroom/2 bath homes. They will be requesting $6500 from the grant with the money to come from the Corp. General Fund. The homes will meet Energy Star specifications, which are certified by the Department of Energy. "We are putting back into Paris," stated board member Sam Tharpe. It could take up to 6 weeks to receive the funds from the state. When the qualified applicants, that meet the low income requirements, will be accepted. A public meeting will be held in September to explain income levels that must be met by Henry County residents that want to be considered for the 75 to 85 thousand dollar homes. The
children classes at The “Kata thon” was a week long event, July 14-19, where the student performed “kata”, the preset routines of karate techniques. Sponsors donated money for each kata performed. The theme for this year’s “Kata Thon” was “Children Helping Children”. Students that participated in this fund raiser helped children at St. Jude while they benefited from practicing their karate skills.
St.
Jude is the nation’s leading research hospital that treats catastrophic
childhood diseases such as cancer. Families are not charged for this
expensive treatment and the primary source of funding is from contributions. A
total of 620 kata were performed during the event with 105 students
participating in the event. A total of $1242.26 was raised for St Jude. Henry 8/18/08 The city of Henry received good news at their town meeting this week concerning the city's sewer project whish has now been completed and has passed inspection . The system has a total of 252 customers hooked into the system. Henry also passed on first reading an ordinance that will allow adjustments to the water bill only once a year in the case of an excessive leak or high bill due to filling a swimming pool. Meth Lab 8/16/08 This week the Metro Crime Unit, the Henry County Sheriff's Office and the Paris Police Department along with TWRA located and recovered a large Met Lab on Hagler Ridge Rd. The lab was located in a wooded area after officers received a tip about its location. Officers located evidence of meth being cooked in the area and removed the lab from its location. Officers removed approx. 300 pounds of meth waste from the lab, such as starter fluid, drain cleaner, batteries and empty anhydrous ammonia tanks. A HazMat team was called to the area to remove the waste. The case is still under investigation. Jr Livestock 8/15/08 The Junior Livestock Association will meet on Saturday, August 16, 2008 ,7:00 P.M. at the Farm Bureau building. All youth, their parents and other supporters who participated in the junior livestock shows at the Henry County Fair are invited to attend. Memberships will be available at the meeting. School Board 8/15/08 The Henry County Board of Education gave the Principals of the school district the opportunity to tell board members what their goals and expectations were for this new school year. Goals for most of the principals and schools included more parent/teacher involvement, improved academic success and to provide a safe and welcoming environment that will promote learning. Schools will be using the Olweus Anti Bullying program as one way to make students feel safer with schools like Grove and the High School monitoring the halls and restrooms. Grove will be focusing on making the transition from grade school to high school easier and academic counseling has had a make over turning the mandatory class into a class that teaches studying skill and goal setting. The high school , according to Principal McFerren, will be working on improving ACT scores and lowering drop out rates. Henry principal Sam Tharpe will be addressing the high poverty level of students in his school. "At Henry it is about the students not the teachers" Tharpe stated. Harrelson Principal Beverly Fridy will be working to improve academic gains. Lakewood will be using Patriot Pals and service learning as well as curriculum mapping. Prior to the beginning of the board meeting Thursday Ms. Reimold was elected as chairperson with Don Williams as Vice Chairman. Honored at the meeting was retiring Librarian Betty Scott, Supervisor of Special Education Jennifer Allen was honored and Kroger Food Store as Community Partner. Cottage Grove 8/14/08 The Cottage Grove Legislative Council amended 2 line items in the 2008-09 General Fund Budget to include monies from the Tennessee River Resort Act. A total of $5500 was added to each line item. Another increase will be seen in mileage rates which went up to $0.585 a mile as per federal guide lines. City Recorder Paul Schueler announced his retirement at Tuesday evening's meeting, effective Dec. 31, 2008.
Puryear 8/13/08 The Puryear Beer Board approved a beer permit for off premises consumption at Tuesday evenings meeting. Putel Chunaubhui will be the new owner of the Minit Mart in Puryear when the sale is complete in several weeks. The name may be changed to Mini Mart but the hours, 6am to 10pm, will remain the same. Following the beer board the Puryear Mayor and Board of Aldermen discussed the new contract with Barker Brothers. The new contract is for 5 years, the same as the previous one, but includes a rate hike for Puryear citizens. The currant rate of $10 will rise to $15 effective Oct. 1. The increase includes a pick up and delivery charge as well as a fuel ser-charge. The contract was put out for bids but Barker Brothers were the only ones to submit a bid. A public hearing will be held at 6:30 , prior to next months City meeting. Labor Day trash pick up will be one day later than the usual pickup day. Puryear now has an emergency after hours, 4pm, number for water problems, You can call 247-5364. . Court House Committee 8/13/08 Amersco, an energy savings company out of Brentwood, made a presentation to the Henry County Court House Committee where they proposed doing a feasibility study on the courthouse and other county government buildings to improve their energy efficiency Some of the energy improvements would include new lighting and new heating and cooling systems. The company would pay the difference between the savings they predict and the actual utility cost. The full commission will vote on the feasibility study at Monday's Commission meeting. Road Board 8/12/08 The company that provides liquid asphalt for the Henry County Highway Department, Sem Materials, has gone into bankruptcy but Chairman Ronald Brown told board members at Monday evenings meeting that the company said they have enough to supply the highway department through the end of the year. During the meeting a citizen who lives on Travis Boyd Rd. addressed the board and questioned the lack of speed signs on the road. Elaine Lizon told the board that the road was used as a pass thru from Reynoldsburg Rd. by logging trucks that speed up and down the road and are dangerous plus the semi-trucks are creating pot holes in the surface of the road. When told that the road board could not set speeds they referred her to the sheriff's office. Lizon explained that several complaints had been filed with the sheriff's office and no response had been received. Chairman Brown told Lizon that they could put up 'slow' signs and see if that would help. Budget Committee 8/12/08 The Henry County Budget Committee heard a proposal from Sheriff Monte Belew, Judge Vicki Snyder and Director of Schools Rick Kriesky for an additional School Resource Officer at Grove School. The new position would give the school system a SRO at the high school, one to be shared by the elementary schools as a SRO/Dare officer and a SRO at Grove. The position would be a deputy position, to be filled by Sgt. Dumas, and would be funded with money from the Probation fees, from the school General Fund and the sheriff's budget of an additional deputy position with no new money needed this year. The committee also approved a grant for new voting machines since the state now requires a paper trail. The federal grant will pay for leasing the voting machines until new machines that will leave the required paper trail have replace current voting machines. The grant is for $6600. 91 counties in Tennessee are faced with replacing current machines. Step Up 4 Kids 8/11/08
Step Up 4 Kids will be held on September 16th
in a non-partisan, nationwide event to draw attention to the issues affecting
America's children. In the Northwest Tennessee region the event will be
held at University of Tennessee at Martin (5:30-8:30
p.m.).
The planning committee is looking for youth
groups who would like to perform, agencies/clubs who would like to
provide a booth, non-profits who would like to do concessions, groups to
provide children's activities, and individuals who would like to help.

Ice Cream Social 8/9/08
It was Henry County Retiree Afternoon at the county Fair Friday afternoon where the retirees were treated to an ice-cream social. According to Kathy Ray the ice Cream social has been sponsored by local banking companies for the past 7 years where the bank employees served up scoops of ice cream with all the toppings in the Community building at the Henry County Fairgrounds. To make the afternoon more exciting door pries were awarded to those lucky enough to hold winning tickets. Besides having the chance to socialize with friends and neighbors those attending were able to admire the many entries housed in the community building. Carnival Rides 8/9/08

turnout was light for the 2008 State Primary and County General Election
Thursday evening.
With all 13 precincts reporting plus absentee and early voters there were
only a total of 1,587 votes cast, or only 11.47%.

winner in the Democratic race for U.S, Senate primary was Robert Tuke with 490
votes. Republican
winner was Lamar Alexander.
U.S. House of Representative Democratic primary winner was John Tanner
with 1,433 votes.

Judge Vicki Snyder announced Thursday that on Tuesday they had introduced High Tec into Henry County Courtrooms with state of the art video arraignments which allow the arraignment of numerous subjects with out leaving the confines of the Henry County Correctional Facility, thus preventing escape, introduction of contraband into the jail, less wear and tear on the van to transport them to court, no fuel costs and less man hours for officers to deliver the inmates to court. According to Captain Rod Frey this is an estimated 200 to 300 dollars a day savings. The arraignments are viewed on a 47 inch high definition screen and camera that is linked to an encrypted, secure web site on the internet. The equipment was purchased from '323' Link, out of Franklin TN and is the first such system in a TN correctional facility. $25,000 from Probation fees, $20, 000 from the Sheriffs Office and a $20,000 grant that Court Clerk Mary Burns applied for and received was used to buy the necessary equipment which used no tax payer money. Also purchased were surveillance cameras for the court house. The equipment will simplify the court recorders job providing the ability to burn a CD that can also be used by lawyers. According to Judge Snyder the video taping of criminal offenders is the future of the judiciary system. "323 Link offered what we needed at a competitive price," stated Snyder.
Coffee 8/7/08
The Paris Henry County Chamber of Commerce held a Chamber Coffee in the Community building at Henry County Fair Grounds Wednesday morning. The many entries for the fair, including produce, were on display for the Chamber members to view. Also present were Fair Board members who welcomed the Chamber along with this years 'Fairest of the Fair' court. President Ed Cuthbertson welcomed the crowd and announced that the Fair Board would be replacing the Commercial building with a new structure. According to Vice President Larry Gregson the building will be taken down as soon as the fair is over. No plans have been approved by the board as of yet but a 80x150 Ft building, about the size of the Farmer's Market Pavilion is being considered. Daniel's Choice- New Vegan Restaurant To Open Thursday in
Downtown Paris. They have their sign
up, and the restaurant is located on the North side of the Court Square, next
to Computer Help, formerly the Grape Vine Antique Mall. The building was
purchased last December and has been remodeled to house the
restaurant.

Fairest of the Fair 8/3/08
The Henry County Fair showed off some of Henry County's lovely Ladies Saturday night as the 'Fairest of the Fair were selected. Chosen to be Queen and move on to the state Fairest of the Fair was Amanda Hassell, the 20 year old daughter of David Hassell and Lynn Hardon. Amanda attends the University of Tennessee in Martin. To serve as 1st maid in the Fairest of the Fair court is 18year old Robin Walker, daughter of Bob and Emily Walker. 17 year Lauren Kesterson, daughter of Tommy and Sally Kesterson will serve as 2nd maid. To serve as 3rd maid is Amanda Neumair, 18 year old daughter of Kim and Jody Neumair. Chosen as 4th maid, 16 year old Nikki Moody, daughter of Rick and Lisa Moody.
Miss Teen 8/3/08 Miss Teen for 2009 was chosen at the Henry County Fair Saturday evening. Chosen as Queen Miss Teen was Madison Boyd, the 17 year old daughter of Tim and Vickie Boyd. 1st Maid will be Mary Kate Bell, the 14 year old daughter of Dale and Connie Bell. Second maid in the Miss Teen court will be Erica Little, 16 year old daughter of Eric and Lisa Little.
Fair Time 8/2/08 The Henry County Fair and all the festivities that accompany it start Saturday at 10am with the Dairy Cattle Show . Other events Saturday include the Mini Tractor Pull with the Royalty Review at 6:30 followed by the Miss Teen and the Fairest of the Fair pageant. The cash give a way is at 8pm. On Sunday fair goers can attend the Baby Barn Yard Pageant at 1:30 in the Community Building. Zoning Board 8/2/08 The Paris Board of Zoning Appeals approve a request for a change in zoning for a W. Wood St. home. The home occupation will be a delivery service that will deliver such items as groceries or medicines strait to the customer's home.
Planning Commission 8/1/08 The Paris Municipal Regional Planning Commission met in a special called meeting Thursday evening to work on the city's newly drafted 'Sign Ordinance'. "This is so there won't be another 'Super D' confrontation," explained City Attorney Fred Mclean. A conflict with the business occurred after they had installed their sign at their new location. The committee made several changes to the document and clarified other matters, such as the length of messages on moving message boards. Real Estate signs, residential and commercial, must be removed when the listing has expired or the sale has been closed. A lengthy discussion on Banners, which can only be temporary, was also part of Thursday's meeting. As for Car dealerships, the paved lot would be considered the show room with the Sign Ordinance having no jurisdiction on it. Signs can only be 16 sq. ft large, in total, no matter how many signs and a $25 fee will be charged to obtain a sign permit for a special event. The Planning Commission also decided that all signs for business must be presented with the business sight plan for approval. The new sign ordinance must now go before the City Commission for approval. |
