Photo Workshop  4/30/08

     The Paris Henry County Arts Council is proud to announce their third photography workshop- Photographic Portraiture on Saturday May 3rd from 9am -2pm at the Heritage Center on Poplar Street in Paris. The cost of the workshop is $40 for

Professional photographer, Jeff Roush will be conducting the workshop covering indoor and outdoor portraiture. Those attending will study lighting, posing, cropping, controlling a photo session, what to charge, packaging print pricing, and a lot more.

 

The program is designed for the Photographer who has the desire to become more proficient using their camera as it specifically relates to the Portrait Photography Business.

 

Drowning  4/29/08

Heartfelt prayers have been offered in church services and by thousands of people across West Tennessee, Western Kentucky and the continent of Africa  for Dr. Mickey Carpenter of Paris, , Superintendent of the Paris District, his wife, Marsha Dorgan, and their two daughters, Megan and Michelle.

     Dr. Carpenter, 60, lost his life in an accidental drowning while fishing on Bush Lake in Carroll County on Friday, April 18.  Volunteers from more than six rescue squads as far away as Chattanooga joined in the week-long search that resulted in the discovery  of  his body on Saturday, April 26.

     Bishop Dick Wills, in statements to the media, said that though the death of Dr. Carpenter is a great tragedy, some good may yet come of it through memorials in his name to the Dream Farm Project at Africa University. The Dream Farm, a project originated by Marsha Dorgan, an agriculturalist, will  serve as a model of sustainable agriculture for the impoverished small holder farmers of Zimbabwe. At the Farm, they will learn methods they can easily use and replicate.

Funding  4/28/08

     Following the Grand Parade, during  the Dignitaries Luncheon,  U.S. Representative John Tanner,  Rural  Development Assistant to the State Director Bob Connelly,  Paris Board of Public Utilities General Manager John Ethridge, Henry County Alliance CEO Carl Holder, Henry County Mayor Brent Greer, Paris Mayor David Travis along with Gov. Phil Bredesen and former Gov. Ned McWhorter  were on hand to receive $900,000 of federal funding for business development  and job creation. 

     The money will be used to construct a building at Henry County Airport.  The building will be owned by the county who will then rent it to SkyKit, owned by Eric Giles.  Giles  stated Friday that he chose Henry County .   "I made a choice to come here because of the people and the climate," Giles told the crowd.  According to Mayor Greer engineering on the building should start  this month.

     SkyKit manufactures and assembles all-metal  high wing light sport aircraft an will employ 50 workers when the facility is finished with 100employed in 12 months.  

Grand Parade  4/26/08

 

      

The sidewalks were packed along the parade route Friday.  The day of the Grand Parade is a holiday for both school systems and the pretty weather brought out crowds that Fish Fry General Manager Kreg Kyle said surpassed the usual 75,000.  "I believe we have a crowd of 80,000  easily " stated the General Manager. 

     Parade Trophy winners in the World's  Biggest Fish Fry Grand Parade Friday included  General Managers choice,  Jesus the Living Water.  Little Miss Gleason - Groovy Girls for  Best Out of Town Float.  Most Original float went to Fish Fry Sweeties,    Best  Club went to Jesus The Living Water and winner of the Most Beautiful  float  was Cash Express.  

 

Hushpuppy  4/25/08

     Over 600 people enjoyed  a catfish dinner in the  Bobby Cox Memorial Fish Tent Wednesday evening,  up by 6o from last year, many of which were on hand  to witness  Hostess Princess Cortney  Haley toss out the traditional '1st' hushpuppy ' of the 2008 World's Biggest Fish Fry.

Otto  Duncan Day  4/25/08

       Quinn Chapel African Methodist Episcopal Church will host “Reverend Otto W. Duncan, Jr. Day” Sunday, April 27, 2008 during its morning worship services scheduled for 11:00 a.m.  Reverend Otto W. Duncan, Jr. was the former pastor of Quinn Chapel African Methodist Episcopal Church for 15 years.  He served as pastor from 1990 until 2005.

       He is a native of New Orleans, Louisiana.  He was appointed as pastor of his home church, Historic St. James African Methodist Episcopal Church, in New Orleans in December in 2005.  The congregation was founded in 1844 and the building was constructed between 1848 and 1851.  The church suffered wind and water damage from Hurricane Katrina.  Duncan was confronted with the restoration of the church physically, administratively, and financially.  The pre-Katrina congregation of four hundred has grown from fourteen active members following the hurricane to over two hundred.  Reverend Duncan has led the congregation in raising over $150,000 toward the restoration expenses.  Early respondents to provide assistance locally included The First United Methodist Church and Quinn Chapel African Methodist Episcopal Church.

 

Power Outage  4/24/08

     About 15,000 Henry Countians experienced a short power outage Wednesday afternoon.  BPU crews were  changing a transmission line pole in Puryear most of the day when as they came to the Puryear substation and as they finished on Hwy 69N a malfunction occurred  that took out 2 transmission lines.  The crews were quick to fix the problem and the outage was short lived.

BPU  4/24/08

     The directors of the Paris Board of Public Utilities  accepted the low bid Tuesday  of $1,904,425  for the Automated  Metering Infrastructure(AMI), such as hardware and software that will be used to read meters from a distance.  The equipment provided by the power line carrier Aclara Technologies will provide faster speed application  and outage management.     

     BPU will be receiving a check for a  REA/RUS loan and grant that will be presented to Henry County to build a building  at the airport to be leased to SkyKits. 

     The board approved write offs  for the 3rd quarter of fiscal year 2008 in the amount of $19,882.

     General Manager John Etheridge informed the board that he had met with department heads to develop strategic future plans for BPU, some of which would be discussed during budget meeting and an employee survey will also be conducted to get their input as well. 

Kick Off  4/23/08

 

     The 55th Annual World's Biggest Fish Fry  is officially under way beginning with Monday's Kick Off Dance held under the pavilion at the Fairgrounds Monday evening.

The crowd danced to the music of the acoustical band from Big Sandy 69South.  Joining in the dancing were the Hostess Princess  Cortney Haley and maids  Megan Meketi, Amanda Nicole, Brittnay McNutt and Robin Walker.  On hand for the dancing were Jaycee World' Biggest Fish Fry General Manager Kreg Kyle and Jaycee DJ  Hrachovina who stated that entries for the Grand Parade were running about normal with 15 floats, 30 vehicles, 2 marching units and 10 marching bands. 

HCMC  4/23/08

     Henry County Medical Center Administrator Thomas Gee told board members at Tuesday evening's meeting that final bids for TennCare MCO's in West Tennessee had been submitted.  According to Gee  it appears that Blue Cross Blue Shield and United Health will be the 2 MCO's to serve this area.   

E-911  4/23/08

     After 4 and a half years, GPS mapping for Henry County  has been completed.

     Storm shelters in Henry County could be added to the GPS mapping.  E-911 Director  Mark Archer explained that Emergency Responders would then know to move possible debris and check the shelters for survivors who were in the shelters.  Shelter owners are asked to call 642-0911 or e-mail  henrycounty911@bellsouth.net 

 

Commission  4/23/08  

     The August 7th electron ballet will include a local options sales tax increase of 1/2 cent, bringing Henry County's sales tax to 9.75%.  The increase was proposed by the county commission in a 9 to 5 vote to help pay for the proposed Grove School renovation project.  Commissioners agreed that the sales tax would remain in place until the first  day of the next fiscal year in which the debt service on the  Grove project  was paid for.  According to the resolution the sales tax would then revert back to 9.75%. If the voters do not go for the sales tax increase the Grove project would be put on hold and the county could then  attempt to pass a property tax increase.

     In other business the commissioners decided to move forward with grant funded construction projects at the county airport.  They also were told by County Mayor Brent Greer that a resolution for a capital out lay note   at the May meeting would be presented  for continuation of the Hwy 218 project.  

 

Crash  4/22

     Pilot Joel Pennington Was killed Monday morning  at around 10am when he crashed his ultra light while crop dusting  a field behind Yoder Brothers Meat Packing plant off of Briarpatch Lake Rd.  The crash is being investigated by the National Transit Safety Board and the Federal  Aviation Administration. 

Clydesdales  4/21/08

     The world famous  Budweiser Clydesdales, the symbol of quality and tradition for Anheuser-Busch since 1933, are scheduled to make several appearances the week of the World’s Biggest Fish Fry, April 21through April 26 in Paris, TN.

     The eight horses will be harnessed and hitched to the famous red beer wagon at the Grand Parade on Friday, April 25th at 10:00 am. On April 24 and 26, the “gentle giants” will make an appearance in the IPRA Rodeo. The rodeo begins at 7:30 pm, at the Henry County Fairgrounds Sports Arena.

     The Clydesdales’ appearance in Paris, Tennessee is one of only 300 made annually by the five traveling hitches. Canadians of Scottish ancestry brought the first Clydesdales to America in the mid-1800s. Today, the giant draft horses are used primarily for breeding and show.

     Horses chosen for the Budweiser Clydesdale Hitch must be at least three years of age, stand approximately 18 hands - or six feet - at the shoulder, weigh an average of 2,000 pounds, must be bay in color, have four white stockings, a blaze of white on the face and a black mane and tail. A gentle temperament is important, as hitch horses often meet millions of people each year.

     A single Clydesdale hitch horse will consume as much as 20-25 quarts of feed, 40-50 pounds of hay and 30 gallons of water per day.

     Each hitch travels with a Dalmatian dog. In the early days of brewing, Dalmatians were bred and trained to protect the horses and guard the wagon when the driver went inside to make deliveries.

          Budweiser Clydesdale traveling hitches are based in St. Louis, MO, Menifee, CA, San Antonio, TX, San Diego, CA and Merrimack, NH. Earthquake  4/18/08

          An earthquake,  registering5.4 on the Richter scale struck in southern Ill. at 4:43am along the New Madrid fault line and was reported to have been felt in 16 states with 6 major after shocks, some as strong as  5.2.  The last major earthquake in that area hit Evansville in 1958.

Dispatcher Appreciation  4/18/08

     

      The past  week was set aside as National Public Safety Telecommunicator Week. In honor of this important and critical profession a recognition ceremony  was held Wednesday April 16 , where Dispatcher Mark Rudy was awarded the Dispatcher of the year for the City of Paris .  The ceremony also recognized all public safety dispatchers and their dedication to this field of endeavor.   Presenting the award were City Manager Jack Tarkington and Paris Police Chief Tommy Cooper.  Rudy's wife Leann was also on hand for the ceremony.

      Is it any wonder that many drop out during training? It is a unique and talented person who can do this job and do it well. And, it is fitting and proper that we take a few minutes or hours this week to honor you for the job that each of you do. That recognition is overdue and it is insufficient. But, it is sincere.

      I have tried to do your job, and I have failed. It takes a special person with unique skills. I admire you and I thank you for the thankless job you do. You are heroes, and I am proud to work with you.

 

Beer Board  4/19/08

     The Paris Alcoholic Beverage Control Board approved a request for a class B permit at Friday's noon meeting.  Approved for a new permit was Harry Carothers Jr. owner of Charleston's Wine & Spirits on E. Wood St.  He requested an on and off premises permit and plans to operate a deli at the store as well.

Quinn Chapel  4/18/08

         Women of Quinn Chapel African Methodist Episcopal Church will have a Fish Fry, Friday, April 18, 2008 at the church, located at 216 Church Street from 11:00 a.m. until sold out.  The menu includes fish, fries, hush puppies, white beans, coleslaw, dessert, and drink for a donation of $7.00.  Delivery is available by calling 731-642-8445.  This is a fundraiser for the annual Women’s Day program scheduled in September.

PSSD  4/18/08

      Paris Special School District  will be receiving a grant for $10,000 for  their Coordinate School Health program.  The program was created to improve health, physical education and nutritional education in the schools.

     Superintendent  of Schools Mike Brown told board members that  7th and 8th grade Inman students who received straight As in their core subjects would  be eligible for consideration to attend this years Top Ten Banquet to honor  their accomplishments.  

     Higher fuel prices are having their affect on PSSD.  To lower the school systems cost some bus routes will be combined.

     Due to all the rain the completion date of the Pre-K classrooms at Rhea has been moved back to  June although  Henson  Construction will be bring in extra work crews.

     PSSD will be footing the bill for a new Krider Performing Arts Center events sign.  The new sign will be used by K-PAC. 

 

City Commission  4/17/08

     The Paris City Commission approved the issuance of $3.5 million in revenue bonds for BPU to install their automated meter reading system through the county.

     Passed on 2nd reading was an ordnance establishing a driver's education course that will allow those who receive speeding tickets to take the course for a fee and have the charge removed from their driving record.  

    Commissioners also adopted job descriptions for general services technician at Monday evening's meeting and will be included in the city's  personnel  rules and regulations.

     Honored by commissioners were Tim Check  , Director of Parks and Recreation, who will be taking a new job.  Dan Patterson was also honored for his 27years with the recreation department.       

Gas Co.  4/16/08

     Now that the Paris Henry County Public Utility District has completed their Hwy. 69A main gas line installation project  

general Manager Don Green told board members at Tuesday's meeting that they were ready to extend lines from  Had A Call Grocery to Poplar Grove Cemetery.  Eventually the line will be extended to serve Springville,  the lake area as well as Country Junction.  

"Eventually we hope to have gas to all parts of Henry County," Green told board members.

By-pass  4/15/08

     The cost of the extension of the 218 bypass from Hwy. 54 to Hwy. 69 has increased from $500,000 to $1.173 million.  Money for the purchase of right of ways,  that has  been added to the budget, per the omission, over the years to help pay for the project, must be spent by budget year end or be put into escrow.  The county will be seeking a state grant to add to the $50.000 per year approved by the commission.  The 54 to 69 leg of the project is expected to start in 2009.  The Hwy. 69 to Hwy. 641 portion of the project is not expected to begin for another 5 years.

     

Budget Committee  4/15/08

     Rising gas prices as well as an increase in utilities is being blamed for the many budget transfers at Monday evening's Henry County Budget Committee meeting.  The Sheriff's department, Solid Waste department, highway department,  the general school fund and the county general fund were  among those who had to transfer funds to cover expenses through the end of the fiscal June 30  year end.  An increase in coroner and state medical costs    were also presented to the budget committee for approval.

     According to Budget Director Pat Hollingsworth preliminary numbers for nest year's budget don't look very promising either.  Very preliminary figures show a possible short fall of over $800,000 in revenues and expenditures.

     Rising gas costs and lack of funds are also having their toll on county roads.  The Highway commission will be looking into borrowing $2.5 million from the TN County Services Assistance Loan Pool to get back on schedule with  tar and chipping of county roads as well as hot mixing.

Frying Fish  4/14/08

     

      No bones about it - you want to visit the Fish Tent at the 55th Annual World’s Biggest Fish Fry in Paris, Tennessee where the Henry County Jaycees will be serving delicious, golden fried, catfish fillets and all the trimmings.

     The World’s Biggest Fish Fry will be held April 21 through April 26 (always the last full week in April). The festival is a week full of fun with dances, concerts, a rodeo, fish races and a grand parade.

     The fish start frying Wednesday, April 23 at 5:00 pm at

the Henry County Fairgrounds in the Bobby Cox Memorial Fish Tent, sponsored by First Bank. Be there for the opening ceremonies when Hostess Princess Cortney Delaine Haley tosses out the first hushpuppy and members of local service organizations yell out “hot fish” as they begin serving. The Fish Tent opens at 5:00 pm on Thursday, April 24 and at 11:00 am on Friday and Saturday, April 25 and 26.

     The fresh, fried, catfish fillet dinners include golden brown French fries, homemade white beans, delicious coleslaw, hushpuppies made from a secret recipe and an ice cold drink. The fillet dinners are only $10 and the best part is - it’s ALL-YOU-CAN-EAT.  Check out the Web site at

Storms  4/11/08

     In a storm report from Ron Watkins Henry County Emergency Management  Director,  regarding Thursday's weather event there were no confirmed tornado touch downs, although rotation was spotted near Routon and McKenzie.  There were several reports of 1 1/2 inch hail and  high winds exceeding 65mph.  Power outages were reported  by BPU in the Jones Mill area and Puryear along with other isolated cases.  Also reported were downed power lines by the hospital and the mail boxes in front of the post office were blown over.  The Henry County Highway Department reported no calls of hazardous road conditions and the Paris Police and Henry County Sheriff's office reported no reports of major damage.   

Carevan  4/11/08

       The Henry County Medical Center will be offering health screenings at Vernon Place  located on Minor St. on Thursday April 17 from 9am to 11am.

Benefit 4/11/08

Sunday April 13 from 12 – 3 there will be a benefit luncheon for Sheriff deputy Lester Riggins & his wife Sharon. Sharon has a rare form of cancer and has to go to California for treatments. The Sheriff’s office will be grilling hamburgers & hotdogs at New Harmony Baptist Church for a donation. The plate lunch will include either hamburger or hotdog, the fixings, chips, dessert and drink. Please encourage your people to show Sharon & Lester how much they mean to our community and help them during this time of need.

 

Puryear  4/10/08

     The owners of property on Sycamore St.  in Puryear were present at Tuesday's meeting of the Puryear Mayor and Board of Aldermen.    The property was one of those  listed as uninhabitable.  They told board members that the house should be torn down by Puryear Day.  The demolition of unlivable structures is based on  an  ordinance passed last month.  There are still other properties that are in violation of the slum clearance ordinance.    The board could have the property owners served with papers for the ordinance violation  by Puryear Police.

     Puryear Lions Club,  who sponsor Puryear Day, the 3rd Saturday in May, and the Spring Fling Pageants, will be receiving $5,000 in Tennessee River Resort Act money  to promote this year's annual event.  Other good news for Puryear includes the opportunity to receive grant funds.  One grant is a 95/5 matching grant from FEMA through Ron Watkins of the Henry County Emergency Management for the fire department.   The 2nd grant is a forestry grant that requires no matching funds.   If received the money could be used for  equipment and supplies .  The grant announcements will come in October.  

 

Henry  4/10/08

     The city of Henry's Industrial Board will be seeking a financer for 100 acres of land.  The land was previously financed by Regions Bank.  Members of the board will be listing the property on the internet and are willing to co-sign the note if needed to find a financer.

     If you speed in Henry it will cost you.  The Mayor and board approved increases in fines for speeding within the city limits.  Those caught doing 1 to 9 miles per hour over the speed limit will be fined $114, 10 miles or faster over the limit, $119.  Speeding in a school and construction zone will cost  $129.   Large trucks that park on city property will be charged $25 a month.  Both ordinances passed on 1st reading.

Free Dumping  4/9/08

         On Saturday, April 12, the Paris-Henry County Landfill will hold a free dumping day for BRUSH, DEMOLITION DEBRIS AND YARD TRIMMINGS ONLY.  Landfill charges will apply to ALL other types of waste including contractors, commercial and industrial users.

      If you have any questions please do not hesitate to call the Landfill at 644-1737.     Prizes will be handed out randomly by the Henry County Litter Program, Sponsored by TDOT.

  Non-Profit  4/8/08

     Members of the Henry County Non-profit Steering Committee will be facing an increase in the requests  for funding in this up coming budget year from the county's many non profit organizations.

     Last year's requests totaled $104,660 compared to this year's $ 118,960.

     The committee will be meeting again later this month to continue discussing requests.  Those agencies who are requesting more funds this year will be given the opportunity to address the committee and explain their need for increased funding.  The requests must be approved by the committee and then passed on 2 readings by the full County Commission.  

Spring Fling  4/7/08

     The Annual Spring Fling Pageants, sponsored by the Puryear Lions Club, were held at Harrelson School Saturday, April 5, where the crowd packed the school's auditorium.  The pageants were  first held under the pavilion in Puryear City Park 10 years ago and,  according to Lion Mackie Gallimore, this year there were 95 entries,  33 more than last year.

Tax Relief  4/4/08 

        April 7th is the deadline to use your existing Tax Relief Voucher or make a new application for Tax Relief in the Henry County Trustees' Office. Requirements are, 65 years of age or over or 100% disabled, $24,000.00 income or less for year 2006, Social Security Card and Medi-Care Card. Also, veterans with a 100% service connected disability may qualify. Rabies Month  4/3/08

     The month of April has been designated as Henry County Rabies Vaccination Month. 

      Participating Animal clinics include  Lakeway Animal Clinic  -8 to5 Monday thru Friday, Saturday - 8 to noon.

     Mineral Wells Animal Clinic -  7 to 5 ( closed noon to 1)  Monday thru Friday, Saturday - 8 to noon.

     Paris Animal Clinic - 8 to 5 Monday  thru Friday, Saturday 8 to noon.

     Cost - $5 plus $1.50 license fee per dog/cat.

          As warmer weather approaches and a new season begins, homeowners start to get the home improvement itch, with outdoor projects at the top of their to-do lists.  Weekend warriors have been making plans all winter to build a new deck, plant shrubs and even add that white picket fence or install a new mailbox.  Not only do homeowners need the proper tools and materials to successfully complete a project; they also need Tennessee One-Call to ensure that surrounding underground utility lines are safe from excavation.

     811, a federally mandated and easy-to-remember national “Call Before You Dig” number, was created to help do-it-yourselfers ensure that utility lines are marked before digging, eliminating unintentional encounters with underground utility lines while they work on projects that require breaking ground. 

     Have all underground utility lines in the work area are marked, call Tennessee One-Call by dialing 811 at least 3 business days before digging.  Tennessee One-Call will arrange for member utility operators to have the underground lines at the project site investigated and marked, free of charge, so that homeowners can carefully excavate around them and protect the lines during construction.  This simple step can save money, prevent personal and property damage and protect homeowners from legal ramifications. It’s that simple. 

     It is pertinent that homeowners notify Tennessee One-Call before any digging begins, no matter how large or small the project.  Those digging often incorrectly assume that projects such as planting a tree, building a deck and installing a new mailbox or fence don’t break ground deep enough to require a visit from utility line locators.  Tennessee One-Call Center is a homeowner’s ultimate partner – a partner that must be included in all outdoor home projects that involve digging.

Paris Housing Corp  4/2/08

     Due to the very low income limits  needed to receive money to build new homes with  Community Development Block Grant funds,  Paris Housing Corp. board members agreed that it would be hard to find lenders to finance homes.   According to the board the current funds must  be spent in the next 18 months.  There are currently $223,000 left in the fund.

     Community Planner Bob Thorton stated Monday that  9 low income homeowners in the Peden Hill Community have received repairs to their homes and 7 substandard dwellings were torn down.

 

Spring Fling  4/1/06

The Puryear Lions Club will sponsor  their Annual Spring Fling Pageants on April 5 at Harrelson  School in Puryear.

     Doors will open at 11:30 with pageants  scheduled to begin at 1pm.

     Entry fee is $15 and categories are  BOYS - birth to 11 months,  1 t0 2 years and 3 to 4 years.

     GIRLS _ birth to 11 months, 1 to 2 years, 3 to 4 years, 5 to 6 years ,  7 to 9 years, 10 to 12 years, 13 t0 15 years, 16 to 18 years.

     Other categories include Most Photogenic for a fee of $10.  Entries must have a framed 5x7 or 8x10 photo.

     Mommy & Me - $10 - Sports or casual wear. 

 

Airport committee  4/1/08

     The Henry County Airport Committee passed a resolution at Monday evening's meeting that will provide matching funds for several proposed projects including a development project that will create a new taxi and apron area.  The  county's share would be 10% or  $860,000 with the state paying 90% of the cost of the  project .
